Originally from Matamoros, Mexico, Mr. Raul E. Sesin moved from Mexico to Tuscaloosa, Alabama at the age of 8 where he learned a new language, culture, and continued his education to receive a Bachelor of Science Degree in Civil Engineering from the University of Alabama. Mr. Sesin is married and has three daughters, Zoe Isabella, Dayana & Dianaly; and currently resides with his family in Edinburg, Texas.

Engineering & Planning Experience
Mr. Sesin has over 27 years of engineering experience in the South Texas community. As Hidalgo County Planning Administrator, for 14 years Mr. Sesin oversaw the permitting process for commercial and residential development within the un-incorporated areas of Hidalgo County. Mr. Sesin has extensive experience working with State agencies and testifying before the State Legislature for the development and continued enforcement of Colonia prevention and improvement laws. During this time, Mr. Sesin was tasked by the Hidalgo County Commissioners Court to design drainage projects in flood-prone areas of the County. With Mr. Sesin engineering the preliminary and final design, coordination, construction staking, site inspection, construction management development, utility and drainage projects, the ultimate result was a significant savings to the County and taxpayers. In 2015, Mr. Sesin was appointed as District General Manager by the Hidalgo County Drainage District No. 1 Board of Directors.

Goals as HCDD No. 1 General Manager
Raul E. Sesin, PE, Hidalgo County Drainage District No.1 General Manager and Hidalgo County Flood Plain Administrator serves under the direction of the Hidalgo County Drainage District 1 Board of Directors, consisting of the County Judge and four Precinct Commissioners. Mr. Sesin is responsible for leading HCDD1 staff in fulfilling the mission of HCDD1: to maintain existing District facilities and to improve the implementation of flood damage reduction projects. Mr. Sesin provides oversight of all Drainage District day to day operations, directs the implementation of all projects, and assigns in-house resources in an effort to reduce financial burdens. Mr. Sesin communicates with State and Federal Legislators to provide accurate flood- event information to obtain State and Federal funding for the District while ensuring accountability and transparency to the taxpayer and the general public.
